It could be a game-changer\u2014a tired clich\u00e9, we admit\u2014but a deserving label given the considerable scale of collaboration and ambition.<\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> <strong>There\u2019s a gaggle of climate reports out there\u2014it must be COP season. <\/strong>The world needs to cough up around US$9 trillion more annually on climate financing to meet its Paris Agreement targets, notes a 100-page <a href=\"https:\/\/www.unep.org\/resources\/emissions-gap-report-2024\">UN Emission Gap Report 2024<\/a>, in what seems to be an avalanche of analysis pre-COP in Baku, Azerbaijan. The IEA also recently dropped <strong>Tome No. 1<\/strong> (the <a href=\"https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2024\/11\/EnergyTechnologyPerspectives2024.pdf\">398-page World Energy Outlook<\/a>) and Tome No. 2 (the 573-page <a href=\"https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2024\/11\/EnergyTechnologyPerspectives2024.pdf\">Energy Technology Perspectives 2024<\/a>)\u2014with an Energy Efficiency 2024 report planned for today\u2014IEA reports are considered benchmarks and widely referenced. A separate <a href=\"https:\/\/unfccc.int\/documents\/641792\">UN report<\/a> on national climate plans and a <a href=\"https:\/\/library.wmo.int\/records\/item\/69057-no-20-28-october-2024\">Greenhouse Bulletin<\/a> is also <strong>prime reading material<\/strong> for delegates on their long Toronto\/Calgary flights to Baku.<\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> <strong>COP16 ended in disarray. <\/strong>Delegates at the global event on bio-diversity in <a href=\"https:\/\/www.politico.eu\/article\/cop16-biodiversity-cali-colombia-rich-countries-block-global-nature-fund\/\">Cali, Colombia<\/a>,<strong> dithered over nature funding<\/strong> and targets for this decade. Many developing nations\u2019 delegates didn\u2019t have the funds\u2014symptomatic of the problem\u2014to change <a href=\"https:\/\/www.theguardian.com\/environment\/2024\/nov\/03\/cop16-ends-in-disarry-and-indecision-despite-biodiversity-breakthroughs\">flights and left the summit without a deal<\/a>. There were some breakthroughs though, including a global levy on products using genetic data from nature, and a \u201cwatershed\u201d decision to include <strong>Indigenous communities\u2019 voice<\/strong> in future decisions on nature conservation.<\/p>\n<p><strong><em>The Simpsons<\/em>\u2014as it often does\u2014predicted it.<\/strong> Billionaires are eyeing ways to block the sun with <a href=\"https:\/\/www.bloomberg.com\/news\/features\/2024-10-25\/silicon-valley-s-elite-back-controversial-research-into-blocking-the-sun\">Bill Gates<\/a> and OpenAI CEO Sam Altman among major backers. <a href=\"https:\/\/www.youtube.com\/watch?v=L3LbxDZRgA4\">Mr Burns\u2019<\/a> tried something similar in the famously <a href=\"https:\/\/www.hollywoodreporter.com\/tv\/tv-news\/simpsons-future-predictions-accurate-1140775\/\">prescient animated<\/a> series. Solar radiation management aims to cool the planet by intentionally reflecting increasing amounts of incoming sunlight back to space. <a href=\"https:\/\/www.swissre.com\/institute\/research\/sonar\/sonar2023\/solar-radiation-risks-climate-change.html\">Insurers<\/a> have warned of <strong>unintended climate changes<\/strong> that could trigger international conflicts. It also does little to reduce greenhouse emissions. Last year, the <a href=\"https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2024\/11\/one_atmosphere.pdf?sequence=3&amp;isAllowed=y\">UN<\/a> said deploying the technology was <strong>\u201cunwise.\u201d<\/strong> Would it stop the billionaires?<\/p>\n<p><strong>Bi-Weekly Climate Action Award:<\/strong> To researchers at <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S209592732400642X?via%3Dihub\">Zhengzhou University in China<\/a> and the University of South Australia for developing\u00a0 a <strong>fabric that counters heatwaves<\/strong>. Unlike conventional fabrics that retain heat, the textiles comprise three layers engineered to optimize cooling.<\/p>\n<p><strong>Bi-Weekly Climate Fail Ward:<\/strong> To the Kremlin for <strong>withholding<\/strong> vital <a href=\"https:\/\/www.ft.com\/content\/b7c143ad-d20e-4057-86cb-7c1a5b0de87f\">Arctic<\/a> climate change data from NATO. Russia is also pursuing a widescale disinformation campaign against decarbonization, the Western military alliance has warned.<\/p>\n<h3 class=\"sub-title\">Unpacking Trump 2.0\u2019s Climate Playbook<\/h3>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-63107\" src=\"https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2025\/03\/Climate-Crunch-Weekly-Charts-for-11.07-Green-IRA-dollars.png\" alt=\"\" width=\"1920\" height=\"946\" \/><\/p>\n<p>Donald Trump has stormed back into the White House, raising critical questions around U.S. climate policy especially the Inflation Reduction Act, President Joe Biden\u2019s signature climate law, and the Paris deal. While a second Trump innings may not necessarily wreck global climate policy\u2014it could certainly look different in a few years\u2019 time.<\/p>\n<p><strong>What happens to IRA now?:<\/strong> Trump has threatened to rescind all unspent funds from the <a href=\"https:\/\/www.reuters.com\/business\/energy\/trump-return-will-slow-not-stop-us-clean-energy-boom-2024-11-06\/\">Inflation Reduction Act<\/a>, but it may be <strong>tricky as many Republican states<\/strong> <strong>and districts<\/strong> benefit bigly from the law (see table). Some <a href=\"https:\/\/www.reuters.com\/business\/energy\/trump-return-will-slow-not-stop-us-clean-energy-boom-2024-11-06\/\">analysts<\/a> argue the rollout is too advanced to be axed, but Trump can certainly insist on a reset: a repackaged and rebranded policy, with some technologies getting more love than others. (For example, Trump considers wind energy <a href=\"https:\/\/www.theguardian.com\/us-news\/2024\/nov\/01\/trump-presidency-rfk-jr-offshore-wind-climate-crisis\">\u201cdisgusting,\u201d<\/a> which could knock the wind out of that sector). <strong>Renewable stocks\u2019 swoon<\/strong> after Trump\u2019s win suggests low-carbon energy investors are anxious.<\/p>\n<p><strong>Life after Paris:<\/strong> Trump pulled the U.S. out of the <a href=\"https:\/\/2017-2021.state.gov\/on-the-u-s-withdrawal-from-the-paris-agreement\/\">global climate deal<\/a> in his first term\u2014he could do so again. <a href=\"https:\/\/www.theguardian.com\/environment\/2024\/nov\/01\/a-trump-presidency-could-cripple-the-paris-climate-agreement-warns-un-chief-antonio-guterres\">UN chief Antonio Guterres<\/a> thinks a second U.S. exit could \u201ccripple\u201d the <strong>Paris climate agreement<\/strong>. But there may be life beyond Paris. In Trump\u2019s universe, allies will have to learn to jump headlong into new policy wormholes. Perhaps it could mean an America-led energy and climate club of allies that excludes China. It could also lead to a reset on many fronts in the form of new climate targets for 2030 and 2050 and policies that weigh energy security and affordability as equally as emissions\u2014policies that are more palatable to businesses and consumers. Bespoke climate solutions rather than the grand one-size-fits-all policies that many countries are reluctant to pursue.<\/p>\n<p><strong>\u201cFun\u201d with CUSMA:<\/strong> The next renegotiation phase with Canada\u2019s CUSMA (ex-NAFTA) members U.S. and Mexico in 2026 might be more intense under a Trump administration, which is seeking more protections for the American auto industry. <a href=\"https:\/\/globalnews.ca\/news\/10807500\/usmca-cusma-trump-trudeau-review\/\">\u201cOh, I\u2019m going to have a lot of fun,\u201d<\/a> Trump noted, ominously. But it may not be a bad omen for Canada, especially with an ace up its sleeve: critical minerals. Metals were not a major issue in the last CUSMA negotiations, but Canada could leverage them now. Trump\u2019s focus on dissociating from China\u2019s energy supply chain helps Ottawa make the case for a strong Canadian auto supply-chain (from nickel to cobalt, batteries and car assembly) across the 401 belt all the way to Michigan. That would ring-fence us from Trump\u2019s plans to put tariffs on any product imported to the U.S.<\/p>\n<p><strong>What would Elon Musk do?: <\/strong>The billionaire Trump backer (and possibly <a href=\"https:\/\/www.nbcnews.com\/tech\/tech-news\/elon-musk-trump-endorses-pac-administration-cabinet-connection-rcna178549\">his future government efficiency czar<\/a>), is deeply invested in the North American auto market as the head of Tesla. While the president-elect rails against China\u2019s manufacturing sector, <a href=\"https:\/\/www.nbcnews.com\/tech\/tech-news\/elon-musk-trump-endorses-pac-administration-cabinet-connection-rcna178549\">Musk<\/a> relies heavily on the country\u2019s production base. It could lead to interesting conflicts and crosswinds, and perhaps opportunities for the Canadian auto supply chain to become a viable alternative. Ambitious, yes, but it\u2019s no time to be a wilting violet.<\/p>\n<p><strong>Fuelling emissions:<\/strong> Trump\u2019s call on U.S. oil and gas producers to <a href=\"https:\/\/abcnews.go.com\/Politics\/drill-baby-drill-donald-trump-oil-gas-rnc\/story?id=112108980\">\u201cdrill, baby, drill,\u201d<\/a> would send U.S. emissions higher, especially in an era of rapid deregulation. He would also likely insist that Canada, America\u2019s largest source for imported oil, keep its oil spigots open to ensure affordability. That could complicate Ottawa\u2019s recently proposed oil and gas emissions cap draft (see next item below). Whoever gets to negotiates trade, climate and energy policies with the new Trump administration will need to find a new balance between Canada\u2019s ambitions and needs and a new American reality.<\/p>\n<h3 class=\"sub-title\">The scrap over the cap<\/h3>\n<p>The federal government\u2019s draft regulations for the oil and gas <a href=\"https:\/\/www.canada.ca\/en\/environment-climate-change\/news\/2024\/11\/oil-and-gas-greenhouse-gas-pollution-cap--backgrounder-to-cgi-regulations.html\">greenhouse gas pollution cap<\/a> was met with predictable bemusement by <a href=\"https:\/\/www.cbc.ca\/news\/canada\/calgary\/alberta-premier-danielle-smith-oil-gas-cap-guilbeault-1.7372824\">Alberta<\/a>. The draft rules, possibly the most contentious Liberal climate policy, resembles its proposed framework in December 2023 of a cap and trade system.<\/p>\n<ul>\n<li><strong>Reining in emissions.<\/strong> The emission cap will be set in 2029, for compliance beginning in 2030, with allowances provided freely and set at 27% below reported 2026 emissions. Allowances (i.e. physical emissions) must represent a minimum of <strong>80% of total emissions<\/strong>, with emissions credits and payments into a decarbonization fund providing the remaining flexibility.<\/li>\n<li><strong>Here\u2019s how the math works. <\/strong>Starting in 2030, emissions will need to be 27% lower than 2026 level. Here\u2019s the rub: where will emissions be in 2026? Based on energy policy lead <strong>Shaz Merwat\u2019s<\/strong> math, Ottawa is modelling a 22% decline in emissions over the next two years\u2014that seems (a little) ambitious. If one assumes oil and gas upstream emissions remain flat over the next two years, the 2030 cap equates to emissions being down 15% relative to the Paris baseline (2005), or <strong>conceivably up 7%<\/strong> after incorporating compliance flexibility. Cue the outrage from environmentalists.<\/li>\n<li><strong>Don\u2019t forget methane. <\/strong>It\u2019s expected to represent at least half of the emissions decline. Canadian historical oil and gas emissions were revised upwards by 12% this year, partly due to underestimating the greenhouse gas warming potential of methane. Canada has already planned methane regulations to reduce methane emissions 75% from 2012 levels by 2030. For a hard-to-abate sector, <strong>methane is not the hardest<\/strong> problem to overcome.<strong>Time to reset carbon markets? <\/strong>The move adds another <strong>layer of complexity<\/strong> to Canada\u2019s patchwork of carbon markets. As we highlighted in a recent <a href=\"https:\/\/thoughtleadership.rbc.com\/carbon-pricing-in-transition-how-to-align-canadas-many-systems-to-strengthen-competitiveness-and-climate-action\/?_gl=1*h2bgk3*_gcl_au*MTExMTM1NjU0NC4xNzI5NTMyMTA1*_ga*ODc1NjM4NDI4LjE3MjIzNzE2ODM.*_ga_89NPCTDXQR*MTczMDgxNDUzNi4yMzUuMS4xNzMwODE0NTM3LjU5LjAuMA..*_fplc*ZFc1a1lHQlhDUlVxUGJPeUJlYnByQzhPc3ZZbFk2Q1JzRnB3eHB5VWFOdEFwdEhabFBsWlBVellndDBnQk04R2NERUM4Z3llaENTNG9xRVVxOVRCUmNKVmc2NWJKR1liMzB6bzB3VUZTN2VRYkd4QzNqM1NmRWhucGFxaEZ3JTNEJTNE&amp;_ga=2.90927770.1497004460.1730665149-875638428.1722371683\">report<\/a>, provincial fragmentation undermines carbon market\u2019s potential. Businesses repeatedly cite regulatory uncertainty and lack of harmonization as impediments to moving forward with investment decisions.<\/li>\n<li><strong>Where do we go from here? <\/strong>Formal consultations start now, with a final proposal expected in spring. Alberta Premier Danielle Smith says she is considering <strong>\u201cevery legal option\u201d<\/strong> to fight the cap. It\u2019s also worth asking whether the Liberals will be in power till October 2025 to push through these policies, especially as a <strong>Conservative party<\/strong> rising in the polls is pledging to <a href=\"https:\/\/globalnews.ca\/news\/10849688\/carbon-emissions-cap-oil-gas-canada\/\">\u201cscrap the cap.\u201d<\/a><\/li>\n<\/ul>\n<h3 class=\"sub-title\">COP29: CALENDAR CONFLICTS<\/h3>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-63108\" src=\"https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2025\/03\/Climate-Crunch-Weekly-Charts-for-11.07-Crowded-COP.png\" alt=\"\" width=\"1920\" height=\"1355\" \/><\/p>\n<p>Quite a few executives have struck Baku, Azerbiajan\u2014host of the UN climate-change conference No. 29\u2014off their calendar, partly due to U.S. elections. It didn\u2019t help that <a href=\"https:\/\/thoughtleadership.rbc.com\/climate-crunch-big-apple-vs-baku-carbon-tax-twists-emissions-slashing-workhorse\/?_gl=1*javtrr*_gcl_au*MTExMTM1NjU0NC4xNzI5NTMyMTA1*_ga*ODc1NjM4NDI4LjE3MjIzNzE2ODM.*_ga_89NPCTDXQR*MTczMDY2NDY2OC4yMzEuMS4xNzMwNjY1MTQ5LjU4LjAuMA..&amp;_ga=2.36761888.1497004460.1730665149-875638428.1722371683\">New York Climate Week<\/a> dazzled this year, negating the need for many to travel 9,000 kilometres to bump into the same folks a month later. Inexplicably, <strong>COP also partly coincides<\/strong> with the G20 leaders\u2019 summit taking place Nov. 18 and 19 at the other end of the globe: Rio de Janeiro. Talk about a <strong>climate calendar conflict.<\/strong><\/p>\n<p>Still, for those lucky enough to attend Azerbaijan and sample local delicacies such as kabab, plov and dolma (hat-tip: Baku-born Farhad Panahov), or steal a few hours to visit the Old City, here\u2019s what else is on the table:<\/p>\n<p><strong>COP Lite.<\/strong> Joe Biden and other heavyweights are expected to skip the event. But that means more room for NGOs and delegates from developing countries.<\/p>\n<p><strong>Baku is Part II of a troika of summits: <\/strong>COP28 host UAE teamed up with Azerbaijan and COP30 host Brazil\u2014the <a href=\"https:\/\/cop29.az\/en\/presidency\/cop-presidencies-troika\">COP Presidencies Troika<\/a>\u2014to hammer out a <strong>\u201cRoadmap to Mission 1.5\u00b0C.\u201d<\/strong> COP28 was about <a href=\"https:\/\/unfccc.int\/topics\/global-stocktake\">Global Stocktaking<\/a> (i.e. what\u2019s needed), COP29 is about financing, and Brazil will oversee a new round of nationally determined contributions (NDCs), or each country\u2019s climate plans.<\/p>\n<p><strong>Waiting for NDCs: <\/strong>That\u2019s another reason Baku might be a subdued affair as most countries only reveal their updated NDC by next February. UN wants nations to be ambitious, but since the last NDCs were rolled out in 2020\/21 there has been a <strong>change of personnel<\/strong> at the top in several countries, and decidedly less consumer and business appetite for ambitious climate policies.<\/p>\n<p><strong>Baku\u2019s big moment: <\/strong>Consensus on financing alone could be Baku\u2019s big win. Cash-strapped EU wants China to foot some of the world\u2019s climate bill, which could come to $1 trillion a year. Expanding the donor base of countries is a \u201cprerequisite\u201d for an ambitious new post-2025 <strong>New Collective Quantified Goal<\/strong> (NCQG), to replace the US$100-billion annual climate commitment. Expect many fights on who foots the bill.<\/p>\n<p><strong>Gas-lighting:<\/strong> COP28 famously signed-off by noting it was the \u201cbeginning of the end\u201d of fossil fuels. <a href=\"https:\/\/www.dw.com\/en\/azerbaijan-unveils-cop29-agenda-amid-financial-deadlock\/a-70241019\">Gas powerhouse Azerbaijan<\/a> seems <strong>less ambitious<\/strong> on that front. Expect <a href=\"https:\/\/www.reuters.com\/sustainability\/climate-energy\/over-110-countries-set-join-cop28-deal-triple-renewable-energy-2023-12-02\/\">Europe<\/a> to square off against oil producing countries\u2014again.<\/p>\n<p><strong>Racking up green storage:<\/strong>\u00a0 COP28 was methane and nuclear\u2019s moment. <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-09-14\/cop29-to-call-for-sixfold-increase-in-global-energy-storage?srnd=phx-green-united-nations-climate-summit\">Azerbaijan<\/a> is proposing countries commit to a new pledge for 1,500 gigawatt of energy storage capacity by 2030. Other proposals include reducing <strong>tourism sector emissions<\/strong>, and creating a global market for clean <a href=\"https:\/\/www.dw.com\/en\/azerbaijan-unveils-cop29-agenda-amid-financial-deadlock\/a-70241019\">hydrogen<\/a>.<\/p>\n<h3 class=\"sub-title\">The Institute In Action<\/h3>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> Ag policy lead <strong>Lisa Ashton<\/strong> hosted a panel on Nature Based Solution in Agricultural Landscapes at the Royal Agricultural Winter Fair on Nov 1.
