Never mind that the levy added a mere <a href=\"https:\/\/click.communication.rbc.com\/?qs=9178f3c2858bd5ee06c14d1958fa79ae22e4a67e7f529a5b943ddee78b8afd5018b1d42d3eac98466a58ae121e69e573a24b19ec99aac97b\">0.15 percentage points<\/a> to inflation\u2014it\u2019s radioactive. <strong><em>That leaves the Liberals with a bit of soul searching to do and perhaps even eye some course correction. With the government ruling <\/em><\/strong><a href=\"https:\/\/www.ctvnews.ca\/politics\/feds-have-no-intention-of-pausing-next-carbon-tax-increase-guilbeault-says-1.7050620\"><strong><em>out a pause<\/em><\/strong><\/a><strong><em>, increased exemptions or higher rebates (as they did for some <\/em><\/strong><a href=\"https:\/\/www.canada.ca\/en\/revenue-agency\/services\/child-family-benefits\/canada-carbon-rebate\/qualify-for-the-supplement.html\"><strong><em>rural Canadians<\/em><\/strong><\/a><strong><em>), could save the tax from being axed, says Shaz Merwat, our energy lead.<\/em><\/strong><\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> Electricity is Canada\u2019s decarbonization workhorse. Sector emissions have plummeted 38% since 2005, and led an 0.8% drop in overall emissions last year, <a href=\"https:\/\/440megatonnes.ca\/insight\/2023-national-emissions-modest-decline\/\">The Canadian Climate Institute<\/a> estimates. <strong><em>But can clean electricity continue to dazzle, as the grid will<\/em><\/strong> <strong><em>need to possibly <\/em><\/strong><a href=\"https:\/\/www.electricity.ca\/news\/the-clean-electricity-strategy-will-help-canada-build-a-clean-reliable-and-affordable-grid\/\"><strong><em>triple<\/em><\/strong><\/a><strong><em> by 2050, <\/em><\/strong><a href=\"https:\/\/www.statcan.gc.ca\/o1\/en\/plus\/5776-hydroelectricity-generation-dries-amid-low-precipitation-and-record-high-temperatures\"><strong><em>hydro power<\/em><\/strong><\/a><strong><em> faces droughts and new carbon capture and nuclear projects are at least a decade away? Meanwhile, demand for power-thirsty sectors such as AI and datacentres could force some to lean on gas.<\/em><\/strong><\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> Speaking of electricity, Manitoba unveiled a new plan that highlights the challenge of developing more, cleaner, power. Plan highlights include:<\/p>\n<ul style=\"margin-left: 30px\">\n<li>refurbishment of Manitoba Hydro\u2019s ageing plant and equipment<\/li>\n<li>provincial loan guarantee to help First Nations and M\u00e9tis communities buy equity in wind power<\/li>\n<li>district heating systems to help communities shift from gas<\/li>\n<li>EV charging infrastructure<\/li>\n<li>limits on electricity for data centres<\/li>\n<\/ul>\n<p>It won\u2019t be easy in a province that\u2019s determined to maintain low prices and keep Manitoba Hydro in government hands (check the number of <a href=\"https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2024\/11\/mb-affordable-energy-plan.pdf\">mentions<\/a>).<strong><em> But that\u2019s no different from most provinces, where the race is on to create more electricity without costing more to taxpayers or ratepayers. Innovation, partnership and scale will be key.<\/em><\/strong><\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> COP29 could be wild. It starts a week after the U.S. elects either IRA-fan Kamala Harris or IRA-non-fan Donald Trump (or some kind of a cliffhanger). A Trump victory could upend the summit as he famously quit the Paris Agreement in his first term and has threatened to do so again. There\u2019s plenty of drama already after host Azerbaijan skipped over the issue of transitioning away from fossil fuels as a <a href=\"https:\/\/cop29.az\/en\/news\/cop29-presidency-launches-initiatives-to-focus-global-attention-and-accelerate-climate-action\">summit priority<\/a>.<strong><em> Many had fought hard at <\/em><\/strong><a href=\"https:\/\/thoughtleadership.rbc.com\/circus-in-the-sand-cop28-and-climates-midlife-crisis\/\"><strong><em>COP28 in Dubai<\/em><\/strong><\/a><strong><em> to squeeze those words in the final text. Expect more fights. And word play.<\/em><\/strong><\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> Simon Kennedy, Canada\u2019s high-profile bureaucrat and innovation deputy minister, has retired. Instrumental in helping craft a fitting response to the U.S. Inflation Reduction Act, he positioned Canada as a tech leader in energy transition, promoted agriculture as an economic and export priority and advanced Canada\u2019s electric vehicle, quantum computing and artificial intelligence industries. <strong><em>His successor will likely have to prepare for leaner fiscal times.<\/em><\/strong><\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> The ultimate insider <strong>Bill Gates<\/strong> has a Netflix show out called <a href=\"https:\/\/www.gatesnotes.com\/Behind-the-scenes-of-my-new-Netflix-series\"><em>What Next?<\/em><\/a> Tackling conspiracy theories with pop diva <strong>Lady Gaga<\/strong>, global warming with climate activists, AI with director <strong>James Cameron<\/strong>, and discussing with <strong>Senator Bernie Sanders<\/strong> whether one can be too rich (the answer is yes, Bill), the Microsoft founder leverages the famous curiosity that gave us Outlook (and Windows crashes). <strong><em>He sounds hopeful\u2014as befits a billionaire\u2014but he is right about one thing: remain engaged to find a path to progress.<\/em><\/strong><\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> <strong>Bi-Weekly Climate Action Award:<\/strong> The <a href=\"https:\/\/www.src.sk.ca\/news\/src-rare-earth-processing-facility-first-produce-rare-earth-metals-north-america\">Saskatchewan Research Council<\/a> for starting a commercial rare earth facility last week.<\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> <strong>Bi-Weekly Climate Fail Award: <\/strong>Any effort to make <a href=\"https:\/\/www.bbc.com\/news\/articles\/c24pqrvvll9o\">book fonts<\/a> thinner to cut their carbon footprint, making them probably unreadable\u2014and inevitably extinct.<\/p>\n<hr class=\"mar20tb\" \/>\n<h3 class=\"sub-title\">New Climate Capital<\/h3>\n<p><em>By John Stackhouse<\/em><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-62049\" src=\"https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2025\/03\/JS-NYC-Image-September-2024-scaled-1.jpg\" alt=\"\" width=\"2560\" height=\"1920\" \/><\/p>\n<p>Greetings from New York, the world\u2019s undisputed capital of finance, fashion, media\u2014and now climate.<\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> Climate Week NYC, which wrapped up on the weekend, is now centre stage for climate thinkers, overshadowing the still essential but less sizzly UN climate conferences known as COPs. <strong>Sorry Baku<\/strong> (host of COP29 in November), but it\u2019s hard to compete with the Big Apple when it draws:<\/p>\n<ul style=\"margin-left: 30px\">\n<li>100,000 climate nerds;<\/li>\n<li><strong>900 events<\/strong>, from Central Park to Greenwich Village;<\/li>\n<li>the UN General Assembly and a double billing of world leaders (<strong>Joe Biden<\/strong>, Emmanuel Macron, Justin Trudeau and 130 others);<\/li>\n<li>a Broadway carpet of climate celebrities, from <strong>Elon Musk<\/strong> to Prince Harry.<\/li>\n<\/ul>\n<p>Even environmental groups seem to be warming up to Gotham glitz, hosting after-parties on Park Avenue (yes, the city where irony doesn\u2019t sleep).<\/p>\n<p>Small wonder the <em>Wall Street Journal<\/em> called NYC Climate Week <strong>\u201cthis year\u2019s hottest climate bash.\u201d<\/strong><\/p>\n<p><strong>So what\u2019s been achieved?<\/strong><\/p>\n<p>New York is about nothing if not money, and Climate Week NYC rallied a lot of it. Sovereign wealth funds, banks, private equity firms and hedge funds used the event to mobilize more of the <strong>billions needed<\/strong> for Net Zero.<\/p>\n<p>As positive as that may be, there were plenty of concerns about the concentration of climate capital, especially in the world\u2019s two biggest economies (which are also the two biggest emitters):<\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> Since 2021, the U.S. has invested US$500 billion in clean energy. More than 80% of that came from the private sector, leveraging the Inflation Reduction Act;<\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> Last year alone, the U.S. added the equivalent of <strong>40 Hoover dams<\/strong> in the form of solar and wind production, helping cut coal\u2019s share of electricity production by two thirds. Falling interest rates may encourage investors to take more risks on climate projects;<\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> as big as America\u2019s renewables boom may be, China accounts for 40% of the world\u2019s new builds. The country is <strong>six years<\/strong> ahead of its goals, and may soon be on a clear path to Net Zero. One concern: Can China\u2019s capital flows continue through an economic slowdown that\u2019s worsening by the month?<\/p>\n<p>Yes, <strong>money is honey<\/strong> for project proponents, but <strong>local is still vocal<\/strong>.<\/p>\n<p>I joined one industry discussion about the shortage of transmission lines, which in the U.S. is holding up as much as one million megawatts of power. Seems everyone wants renewables; just not running through their backyards. Even the nuclear renaissance (see our item below about Microsoft and Three Mile Island) faces questions about the speed of permitting and regulation versus the speed of AI-infused demand.<\/p>\n<p>So as powerful as New York can feel, it can\u2019t rival public <strong>sentiment<\/strong>\u2014across the U.S. or around the world. And on that count, Climate Week NYC was left with one big question that only Americans can answer, on November 5. Who the U.S. sends to Climate Week \u201825 may well determine the direction of everything else.<\/p>\n<hr class=\"mar20tb\" \/>\n<h3 class=\"sub-title\">Still in the fast lane<\/h3>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-62016\" src=\"https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2025\/03\/Climate-Crunch-Weekly-Charts-for-9.26-Federal-push-drives-EV-sales-01.jpg\" alt=\"\" width=\"1920\" height=\"949\" \/><br \/>\nLet\u2019s back up on the Great Electric Vehicle Reversal a bit. While EV sales whimpered in several key developed markets, they held up nicely in Canada. Let\u2019s take a look:<\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> EVs now account for an <strong>all-time high of 12.9%<\/strong> of all car sales, beating Q3 2023\u2019s record of 12.6%. That\u2019s impressive amid an overall auto sales boom.<\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> What plug-in hybrid, <em>shybrid <\/em>surge\u2014battery-powered cars accounted for 74% of all EV sales\u2014similar to previous quarters. Canadians also drove their EVs <strong>14% more on average<\/strong> compared to those in regular, old gas-powered cars.<\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> <strong>Eight out of 10 EV<\/strong> buyers dipped into the federal subsidies, while generous provincial incentives also helped bridge the price gap with gas-powered engines.<\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> Should Ontario bring back EV rebates? That could be smart given the billions of dollars the province is investing in building an EV supply chain in southwestern Ontario.<\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> Quebec now accounts for <strong>half of all EV sales<\/strong>, but something\u2019s amiss in British Columbia\u2014where EV sales have been losing steam for three straight quarters, according to <strong>Farhad Panahov<\/strong>, our economist and keen EV sales watcher.<\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> Farhad believes EV sales growth could be further impeded as Canadian and American tariffs on Chinese EVs kick in late in the fall, <strong>limiting the availability<\/strong> of affordable options.<\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> Also <a href=\"https:\/\/thoughtleadership.rbc.com\/weighing-the-impact-of-canadian-tariffs-on-chinese-evs-and-metals\/\">read RBC economist <strong>Salim Zanzana\u2019s<\/strong><\/a> take on the impact of Canadian tariffs on Chinese EVs and metals.<\/p>\n<hr class=\"mar20tb\" \/>\n<h3 class=\"sub-title\">ICYMI<\/h3>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> Critical minerals are the energy transition\u2019s under-rated bottleneck, warns McKinsey in its sprawling <a href=\"https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2024\/11\/global-energy-perspective-2024.pdf?shouldIndex=false\">Global Energy Perspective 2024.<\/a> Separately, <a href=\"https:\/\/www.state.gov\/minerals-security-partnership\/\">14 Western nations<\/a> are speeding things up.<\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> Gas must lean heavily on carbon capture to remain relevant, <a href=\"https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2024\/11\/OEF-141.pdf\">The Oxford Institute For Energy Studies<\/a> warns in a report that barely touches on Canada.<\/p>\n<p><span style=\"font-size: 18px;font-weight: 500\">\u2794<\/span> How a <a href=\"https:\/\/www.ft.com\/content\/8d25d4d5-0258-4676-81ab-30bb711f4fd2\">major oil producing country<\/a> is struggling to be a climate champion as forest fires ravage its ecology.
