It\u2019s complicated<\/p>\n\n\n\n<p>\u2794 Is the world falling out of love with Teslas?<\/p>\n\n\n\n<p>\u2794 Canada\u2019s methane rules get pragmatic<\/p>\n<\/div>\n<\/section>\n\n\n\n<section class=\"wp-block-rbc-section-block  pos-rel\" style=\"border-radius:0px\">\n<div class=\"wp-block-rbc-section-inner-block  section-inner\" style=\"border-radius:0x\">\n<h2 class=\"wp-block-heading is-style-default default has-rbc-dark-blue-tint-color has-text-color has-link-color wp-elements-9df9fe0d29d299a418bf0ce1a77ac03d\" id=\"h-hot-takes\">Hot takes<\/h2>\n\n\n\n<p>\u2794 <strong>Can the IPCC survive its breakup with Washington? <\/strong>The UN-backed <a href=\"https:\/\/www.ipcc.ch\/2026\/01\/08\/st01-us\/\" data-dig-id=\"LP-23986-98df2f5b\" data-dig-category=\"LP\" data-dig-action=\"link click\" data-dig-label=\"Intergovernmental Panel for Climate Change\" class=\"rbc-link-format\">Intergovernmental Panel for Climate Change<\/a> is in a \u201ckeep calm-and carry-on\u201d mode after the U.S. decided to pull out, noting that it continues to work on its next cycle of reports, starting in <a href=\"https:\/\/www.ipcc.ch\/2026\/01\/08\/st01-us\/\" data-dig-id=\"LP-23986-7372584b\" data-dig-category=\"LP\" data-dig-action=\"link click\" data-dig-label=\"2027\" class=\"rbc-link-format\">2027<\/a>. The IPCC reports are extremely influential, and many countries benchmark themselves to its authoritative data. It\u2019s critical for IPCC to persist, but one of the criticisms of the body is its focus on the science and the tech, that underplays the economics and politics of energy transition. While the White House labelled the IPCC (and the 65 other UN organizations the U.S. exited) as a \u201cwaste\u201d of <a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2026\/01\/fact-sheet-president-donald-j-trump-withdraws-the-united-states-from-international-organizations-that-are-contrary-to-the-interests-of-the-united-states\/\" data-dig-id=\"LP-23986-db62d770\" data-dig-category=\"LP\" data-dig-action=\"link click\" data-dig-label=\"American taxpayer\" class=\"rbc-link-format\">American taxpayer<\/a> money, others argue that the IPCC has been instrumental in focusing global policymakers on one of the world\u2019s most critical challenges. Science, they hope, will prevail.<\/p>\n\n\n\n<p>\u2794 <strong>New methane rules mark a pragmatic evolution in Canadian climate policy.<\/strong> The new rules\u2014covering onshore oil and gas operations and large landfills with requirements beginning in 2028\u2014pair high ambition with greater regulatory flexibility. The most consequential change is optionality, says <strong>Vivan Sorab,<\/strong> our Clean Tech Lead. <a href=\"https:\/\/www.canada.ca\/en\/environment-climate-change\/news\/2025\/12\/delivering-on-climate-competitiveness-strategy-commitment-and-lowering-methane-emissions-from-major-sources.html\" data-dig-id=\"LP-23986-4b6d75d8\" data-dig-category=\"LP\" data-dig-action=\"link click\" data-dig-label=\"Government\" class=\"rbc-link-format\">Government<\/a> estimates suggest that the new rules could deliver cumulative reductions of 304 Mt CO2e from 2028 to 2040. Operators can follow a regulator-prescribed inspection pathway, subject to regulatory verification and enforcement, or demonstrate compliance through their own processes, backed by monitoring and verification. The removal of the five-year expiry on federal-provincial equivalency agreements further strengthens the framework by improving long-term certainty for provinces and the industry. The rules are reinforced by a $16-million federal investment in methane monitoring and verification tech. Given ongoing uncertainty on methane emission volumes, the focus on measurement could prove to be crucial.<\/p>\n\n\n\n<p>\u2794 <strong>Is the world moving past Elon Musk\u2019s Tesla? <\/strong>It\u2019s hard to say whether the billionaire\u2019s politics put off many, but it could certainly be a factor. Globally, EV cars sales hit a record 21.7 million last year, Bloomberg New Energy Finance estimates, even as Tesla sales contracted 9% to 1.64 million. BNEF forecast 24.3 million EV car sales in 2026\u2014a slower pace of growth than previous years\u2014as falling government incentives are offset by falling battery prices, a bump in commercial vehicle sales and the slow ramp up of robotaxis.<\/p>\n<\/div>\n<\/section>\n\n\n\n<section class=\"wp-block-rbc-section-block  pos-rel\" style=\"border-radius:0px\">\n<div class=\"wp-block-rbc-section-inner-block  section-inner\" style=\"border-radius:0x\">\n<h2 class=\"wp-block-heading mar-t-0 mob-mar-t-0 has-rbc-dark-blue-tint-color has-text-color has-link-color wp-elements-18d71c168ad6b87a8c084e8f1e4b91ad\" id=\"h-what-it-takes-to-write-a-climate-action-report\">What it takes to write a climate action report<\/h2>\n\n\n\n<p>Behind the scenes, the Climate Action Institute team spent the past six months on what\u2019s emerging as a benchmark of Canadian climate action: our <a href=\"https:\/\/www.rbc.com\/climate-action-institute\/climate-action-26\/index.html\" data-dig-id=\"LP-23986-aff17637\" data-dig-category=\"LP\" data-dig-action=\"link click\" data-dig-label=\"Climate Action report\" class=\"rbc-link-format\">Climate Action report<\/a>, now in its third year.<br><br>While there\u2019s been some retreat on climate policies, there\u2019s plenty of action too, on climate. Our report title, <em>Retreat, reset or renew?,<\/em> suggests it&#8217;s all of the above.<br><br>The report is based on calculations, aggregations and estimates using a variety of measures from across the economy and society. We selected those metrics to help paint a picture of where we\u2019re at, how far we\u2019ve come and some of the distance ahead. The report, and its measurement tools, are not designed to be a precise diagnostic of any one sector, policy or technology\u2014it\u2019s more like a mirror in which we can see Canada\u2019s successes and shortcomings.<br><br>The report was also informed by our team attending over 100 events, and visiting farms, facilities and offices, cross-country, where we listened, spoke and compared notes with peers, experts and skeptics. Over 2,000 Canadian consumers and 150 business executives participated in our two annual surveys. Peer groups dove into the methodologies and several external experts stress-tested our analysis. For our case studies, several companies agreed to heart-to-hearts on the challenges of putting their boardroom promises into action on their factory or office floor. The result is a snapshot of Canada\u2019s climate journey: some milestones achieved, a few dead-ends, and strapping up for the next curve round the bend.<\/p>\n\n\n\n<p><strong>Read the full report <a href=\"https:\/\/www.rbc.com\/climate-action-institute\/climate-action-26\/index.html\" data-dig-id=\"LP-23986-27edc534\" data-dig-category=\"LP\" data-dig-action=\"link click\" data-dig-label=\"here\" class=\"rbc-link-format\">here<\/a>, but here\u2019s a peek at a handful of findings:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-rbc-list is-style-black-disc\">\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>Emissions progress is mixed:<\/strong> National emissions are down 7% since 2019, with reductions in electricity (-27%), buildings (-19%), and oil\/gas (-19%) sectors. However, new projects like the TMX pipeline expansion and LNG Canada Phase 1 are projected to increase oil\/gas emissions.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>There\u2019s a strong pipeline of climate funding.<\/strong> Climate capital flows of around $20 billion annually continue to support the low-carbon sector.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>\u2026And there\u2019s more on the way.<\/strong> Nearly $100 billion worth of incentives for clean-tech and climate programs and initiatives budgeted for deployment between now and 2035\u2014although funding remains uncertain given policy shifts.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>Climate Action Barometer declined: <\/strong>the Institute&#8217;s flagship index fell for the first time in six years amid policy uncertainty.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>Canadians still care about climate: <\/strong>Cost of living issues, healthcare access and strengthening the economy were front and centre, but 33% still consider climate change as a top-three priority for policymakers.<\/p>\n<\/li>\n<\/ul>\n<\/div>\n<\/section>\n\n\n\n<section class=\"wp-block-rbc-section-block  pos-rel\" style=\"border-radius:0px\">\n<div class=\"wp-block-rbc-section-inner-block  section-inner\" style=\"border-radius:0x\">\n<h2 class=\"wp-block-heading mar-t-0 mob-mar-t-0 has-rbc-dark-blue-tint-color has-text-color has-link-color wp-elements-21ad34abd58ea3c4ff50927bd7e6b04b\" id=\"h-five-insights-from-the-frontlines-of-climate-policy\">Five insights from the frontlines of climate policy<\/h2>\n\n\n\n<p>Don\u2019t fixate on 2030 Canada\u2019s emissions targets. That\u2019s the message from <a href=\"https:\/\/publications.gc.ca\/collections\/collection_2025\/eccc\/en4\/En4-460-1-2025-eng.pdf\" data-dig-id=\"LP-23986-a6bb7386\" data-dig-category=\"LP\" data-dig-action=\"link click\" data-dig-label=\"Environment and Climate Change Canada\" class=\"rbc-link-format\">Environment and Climate Change Canada<\/a> (ECCC) in its latest progress report on the country\u2019s 2030 emissions reduction plan, released days before the Christmas break. Focusing on 2030 targets \u201cat all costs\u201d risks undermining the long-haul climate fight, the report notes. \u201cFocusing narrowly on short\u2011term reductions could also divert attention from the deeper, systemic transformations needed to reach net\u2011zero by 2050.\u201d<br><br>Pushing heavy industry and oil and gas\u2014two sectors that are deeply tied to competitiveness, investment flows, and trade\u2014 could \u201ctrigger capital flight, carbon leakage, and a loss of international competitiveness, especially if compliance costs outpace those faced by peer economies.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"4000\" height=\"2309\" src=\"https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2026\/01\/Climate-Crunch-Weekly-Charts-for-1.151.png?quality=80\" alt=\"\" class=\"wp-image-24136\" srcset=\"https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2026\/01\/Climate-Crunch-Weekly-Charts-for-1.151.png 4000w, https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2026\/01\/Climate-Crunch-Weekly-Charts-for-1.151.png?resize=300,173 300w, https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2026\/01\/Climate-Crunch-Weekly-Charts-for-1.151.png?resize=768,443 768w, https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2026\/01\/Climate-Crunch-Weekly-Charts-for-1.151.png?resize=1024,591 1024w, https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2026\/01\/Climate-Crunch-Weekly-Charts-for-1.151.png?resize=1536,887 1536w, https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2026\/01\/Climate-Crunch-Weekly-Charts-for-1.151.png?resize=2048,1182 2048w\" sizes=\"auto, (max-width: 4000px) 100vw, 4000px\" \/><\/figure>\n\n\n\n<p><strong>Economist Farhad Panahov<\/strong> pored through the data trove to glean 5 valuable insights:<\/p>\n\n\n\n<ul class=\"wp-block-rbc-list is-style-roman-lower-list\">\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>Emission declines are impressive, given population growth.<\/strong> By 2023, Canada\u2019s emissions declined 8.5% from 2005 levels. More impressively, emissions intensity was down 35% based on the economic size and 29% based on population (which has been growing at a fast clip over the past two decades).<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>We need four times the pandemic era emissions declines<\/strong>. Canada\u2019s emissions would need to drop fourfold compared to the 2020-COVID-era magnitude to reach its 2030 targets.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>Most sectors are pulling their weight.<\/strong> Electricity, transportation, heavy industry and buildings sectors are projected to deliver a combined 68 MtCO2e emissions reductions by 2030, through several measures including electric vehicle and heat pump adoption, fuel switching and electrification in heavy industry, and renewable technology deployment.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>Fossil fuels are the outliers.<\/strong> Oil and gas sector, however, has a diverging projection, ranging from either flat to 33 MtCO2e emissions with enhanced methane regulations, hydrogen substitution, and deployment of solvent-based extraction technologies.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>What\u2019s going to move the needle?<\/strong> The controversial, and now shelved, Oil and Gas Emissions Cap (excluded from the projections) would have only added 3MtCO2e in emissions reduction. Meanwhile, agriculture practices along with nitrogen management could contribute up to 12 MtCO2e in emissions reduction.<\/p>\n<\/li>\n<\/ul>\n<\/div>\n<\/section>\n\n\n\n<section class=\"wp-block-rbc-section-block  pos-rel\" style=\"border-radius:0px\">\n<div class=\"wp-block-rbc-section-inner-block  section-inner\" style=\"border-radius:0x\">\n<h2 class=\"wp-block-heading mar-t-0 mob-mar-t-0 has-rbc-dark-blue-tint-color has-text-color has-link-color wp-elements-bf8350c3ed433dfc67a6e9b96f22c364\" id=\"h-the-institute-in-action\">The Institute in Action<\/h2>\n\n\n\n<ul class=\"wp-block-rbc-list is-style-black-disc\">\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>John Stackhouse<\/strong> will be on the ground in Davos next week.
