Now what?<\/h2>\n\n\n\n<p><br><em><em><strong>By Jordan Brennan<\/strong>, Head of Thought Leadership<\/em><\/em><\/p>\n\n\n\n<p>The August 1<sup>st<\/sup> deadline came and went without a deal. As a result, the &#8216;fentanyl tariffs&#8217; on Canadian exports to the U.S. are set to rise from 25% to 35%. This is in addition to sector-specific tariffs (referred to as \u2018section 232\u2019 tariffs), which include 50% on steel and aluminum, 50% on some copper products and 25% on the non-American content of finished vehicles.<\/p>\n\n\n\n<p>From one perspective, the absence of a deal can be interpreted negatively. The chill on business investment, which is already chronically weak in Canada, will persist until the tariff war reaches some sort of binding resolution.<\/p>\n\n\n\n<p>On the other hand, the absence of an agreement could be a sign that the Canadian negotiating team is bargaining hard. And with the USMCA backstopping the fentanyl tariffs, the effective tariff rate on Canadian exports will be far less than the 35% base rate.<\/p>\n\n\n\n<p>RBC ran the <a href=\"https:\/\/www.rbc.com\/en\/thought-leadership\/economics\/featured-insights\/canadian-exports-still-low-in-may-but-cusma-backstop-holding\/\" data-dig-id=\"LP-17351-3a17434b\" data-dig-label=\"numbers \" data-dig-action=\"link click\" data-dig-category=\"LP\" class=\"rbc-link-format\">numbers <\/a>and found that more than 90% of Canadian merchandise exports to the U.S. are USMCA-compliant and therefore enter duty-free. For all the big, scary numbers, our best estimate is that the effective tariff rate on Canadian exports is about 5% but lower in practice. This reflects the skill and savvy of the Canadian negotiating team, in part, who secured the USMCA backstop, but it also points to the fact that American prosperity, especially in the purple states, is dependent on trade with Canada.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<div id=\"everviz-1WwLeoU4W\" class=\"everviz-1WwLeoU4W\" data-view=\"graph\"><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<p>Take the auto industry. President Trump secured the White House, in part, because of support from blue-collar workers in the old rust-belt states who historically supported the Democrats but flipped Republican in 2024. The North American auto industry is built on a north-south axis, with supply chains connecting key producing states like Michigan, Indiana and Ohio with Canadian provinces.<\/p>\n\n\n\n<p>There\u2019s scant evidence that the tariff war, including the 232 tariffs on auto, are bringing auto jobs back to American factories. <a href=\"https:\/\/www.bls.gov\/charts\/employment-situation\/employment-by-industry-monthly-changes.htm\" data-dig-id=\"LP-17351-75c689d3\" data-dig-category=\"LP\" data-dig-action=\"link click\" data-dig-label=\"Recent data\" class=\"rbc-link-format\">Recent data<\/a> from the Bureau of Labor Statistics shows that manufacturing employment in general, and motor vehicle and parts manufacturing in particular, is down since Trump came into office. This inter-dependence puts Canada in a stronger negotiating position than we might be led to believe, given Canada\u2019s dependence on trade with our American neighbours.<\/p>\n\n\n\n<p>We will be watching things unfold in the coming weeks and expect that a deal of some sort will be reached. In the meantime, Trump\u2019s negotiating teams struck a flurry of deals with key trading partners over the past 10 days, including the EU, Japan, and South Korea. Amidst the chaos and uncertainty, a pattern is beginning to emerge. <\/p>\n\n\n\n<p>In exchange for preferential tariff rates, America\u2019s trading partners are pledging large investments and purchases in the American market and are providing enhanced market access for American exporters, with select sectoral exemptions and carveouts. The \u2018deals\u2019 struck so far, which appear to be frameworks for negotiations, are distributed across three broad categories:<a id=\"_msocom_1\"><\/a><\/p>\n\n\n\n<ul class=\"wp-block-rbc-list is-style-black-disc\">\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>Close Allies:<\/strong> With the <a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/06\/fact-sheet-implementing-the-general-terms-of-the-u-s-uk-economic-prosperity-deal\/\" data-dig-id=\"LP-17351-3233d248\" data-dig-label=\"US-UK Economic and Prosperity Deal\" data-dig-action=\"link click\" data-dig-category=\"LP\" class=\"rbc-link-format\">US-UK Economic and Prosperity Deal<\/a>, the UK secured the most favourable terms to date, with a baseline tariff of 10%. Exemptions and carveouts mean the effective tariff rate could be lower than 10%. The deal focuses on agriculture, auto, aerospace, pharmaceuticals, with steel and aluminum facing higher rates. &nbsp;&nbsp; <\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>The Trading Core:<\/strong> The <a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/07\/fact-sheet-the-united-states-and-european-union-reach-massive-trade-deal\/\" data-dig-id=\"LP-17351-07c88028\" data-dig-category=\"LP\" data-dig-action=\"link click\" data-dig-label=\"EU\" class=\"rbc-link-format\">EU<\/a>, <a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/07\/fact-sheet-president-donald-j-trump-secures-unprecedented-u-s-japan-strategic-trade-and-investment-agreement\/\" data-dig-id=\"LP-17351-b6984d53\" data-dig-category=\"LP\" data-dig-action=\"link click\" data-dig-label=\"Japan \" class=\"rbc-link-format\">Japan <\/a>and South Korea, which are among America\u2019s largest trading partners, have secured a baseline tariff of 15%, which puts them on an even-footing with one another. Again, exemptions and carveouts mean the effective tariff rate could be lower.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>Everyone Else:<\/strong> Countries that do not secure preferential rates will be subject to an elevated baseline tariff or ad hoc tariff rate (e.g. 50% tariff on Brazil).<\/p>\n<\/li>\n<\/ul>\n\n\n\n<p>Deal or no deal, Canada faces significant headwinds. A multi-year productivity recession combined with tightened immigration, trade frictions, and elevated macro uncertainty mean there are difficult choices ahead for Canada\u2019s political and business leaders.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-rbc-dark-blue-tint-color has-text-color has-link-color wp-elements-a78f007f6b07f7bfd34a14b1e9865db2\" id=\"h-the-week-that-was\">The week that was<\/h2>\n\n\n\n<ul class=\"wp-block-rbc-list is-style-black-disc\">\n<li class=\"wp-block-rbc-list-item\">\n<p>On top of increasing Canada\u2019s tariff rate right before his August 1 deadline, <strong>Trump levelled costly tariffs on a number of countries<\/strong>\u2014including <a href=\"https:\/\/www.wsj.com\/livecoverage\/jobs-report-today-stock-market-08-01-2025\/card\/what-s-behind-trump-s-shock-39-tariff-on-switzerland--DyZs7cVTUs2hplyTh39P\" data-dig-id=\"LP-17351-bdfc3b0e\" data-dig-category=\"LP\" data-dig-action=\"link click\" data-dig-label=\"39% on Switzerland\" class=\"rbc-link-format\">39% on Switzerland<\/a>.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>Mexico gets a <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-07-31\/trump-gives-mexico-90-day-reprieve-from-higher-tariffs?srnd=homepage-canada\" data-dig-id=\"LP-17351-686dc21e\" data-dig-category=\"LP\" data-dig-action=\"link click\" data-dig-label=\"90-day reprieve\" class=\"rbc-link-format\">90-day reprieve<\/a><\/strong> following a call between Trump and Mexican President Claudia Sheinbaum.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p><a href=\"https:\/\/www.nytimes.com\/2025\/08\/01\/business\/trump-tariffs-china-transshipment.html\" data-dig-id=\"LP-17351-32288de1\" data-dig-category=\"LP\" data-dig-action=\"link click\" data-dig-label=\"Transshipments\" class=\"rbc-link-format\">Transshipments<\/a>\u2014goods sent to the U.S. through other countries in an attempt to bypass country-of-origin tariffs\u2014<strong>will now get hit with a 40% tariff<\/strong>. Experts say China will be hit hardest by the U.S. cracking down on indirect shipments. &nbsp;<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>U.S. transport stocks suffer biggest dip since April<\/strong>; <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-08-01\/transport-stocks-face-worst-week-since-april-on-tariffs-reports\" data-dig-id=\"LP-17351-8b8b7116\" data-dig-category=\"LP\" data-dig-action=\"link click\" data-dig-label=\"Dow Jones Transportation Average\" class=\"rbc-link-format\">Dow Jones Transportation Average<\/a> fell 7%. &nbsp;<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p>Ford, the second biggest U.S. automaker, says the trade deals with the EU, Japan and South Korea puts it at a <a href=\"https:\/\/www.wsj.com\/business\/autos\/ford-trump-tariffs-made-in-america-df94b933?mod=hp_lead_pos2\" data-dig-id=\"LP-17351-a1241035\" data-dig-category=\"LP\" data-dig-action=\"link click\" data-dig-label=\"serious disadvantage\" class=\"rbc-link-format\">serious disadvantage<\/a> since <strong>most of its cars are made in America and it &nbsp;relies on importing parts. <\/strong>In Q2 alone, Ford says tariffs cost the company US$800 million.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p>Fallout from the U.S.-EU trade deal leads to the <strong><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-08-01\/euro-set-for-worst-week-since-2022-on-europe-us-trade-deal-pain\" data-dig-id=\"LP-17351-56c9bdc4\" data-dig-category=\"LP\" data-dig-action=\"link click\" data-dig-label=\"worst week\" class=\"rbc-link-format\">worst week<\/a> for the Euro since 2022<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<\/div>\n<\/section>\n","protected":false},"excerpt":{"rendered":"<p>Canada didn&#8217;t land a deal before the August 1 deadline.
