The Kananaskis summit could have been a trade wreck, but Donald Trump clearly had other things on his mind.&nbsp;That doesn\u2019t mean Canada, or any of the other summiteers, can claim victory. Here\u2019s why, and some of what we\u2019re hearing:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-rbc-list is-style-black-disc\">\n<li class=\"wp-block-rbc-list-item\">\n<p>There was never going to be a Canada-U.S. agreement at the G7, for one simple reason: DJT was not going to announce something so important to his domestic agenda <em>on foreign soil <\/em>(unless, of course, he planted the Stars and Stripes with it.)<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p>The ensuing suggestion of a 30-day window for a deal is aspirational. Anyone who has dealt with Trump knows he doesn\u2019t stick to deadlines, and he uses time as a negotiating tool. That means don\u2019t settle if you don\u2019t have to. And now, the Carney team\u2019s biggest concern is playing out, as POTUS gets distracted by events. A Middle East war, for instance.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p>Some on the Canadian side don\u2019t mind that, thinking that a \u201crag the puck\u201d strategy allows Canada to get to a fuller USMCA conversation in the fall.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p>But still other Canadians fear the worsening impact of countervailing tariffs. \u201cElbows up\u201d sounds fine, until you elbow someone on your own team. Plain + simple: Canada is suffering more from the tariff war than the U.S. right now.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p>And the longer the uncertainty goes on, the more challenging it will be for Canada to attract investment.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p>Longer term, Canada remains in the crosshairs of Trump\u2019s sectoral studies, which will only make it harder for our exports in his Core 5 categories: autos, steel\/aluminum, lumber, pharmaceuticals and semiconductors.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p>As someone put it to Trade Zone: \u201cWhen your negotiating partner is willing to be far more ruthless, you\u2019re not in a good negotiating position.\u201d<\/p>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-week-that-was\">The week that was<\/h2>\n\n\n\n<ul class=\"wp-block-rbc-list\">\n<li class=\"wp-block-rbc-list-item\">\n<p>The U.S. and Canada are looking to <a href=\"https:\/\/www.cbc.ca\/news\/politics\/trump-carney-trade-war-1.7562351\"><strong>secure a deal within 30 days<\/strong><\/a>. If they can\u2019t, Carney said, <a href=\"https:\/\/www.thestar.com\/politics\/federal\/canada-will-impose-new-counter-tariffs-against-u-s-if-it-cant-make-a-trade\/article_d66fb6ac-717a-4a5e-9577-4cce590f4b6f.html\"><strong>Canada will impose counter-tariffs<\/strong><\/a><strong>.<\/strong><\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p>Canada is <a href=\"https:\/\/www.theglobeandmail.com\/business\/economy\/article-canada-limit-foreign-steel-us-tariffs\/\"><strong>cracking down<\/strong><\/a><strong> on the dumping of cheap foreign steel<\/strong> to support domestic steel producers getting hammered by Trump\u2019s 50% tariffs.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p>The volume of commercial trucks crossing into the U.S. from Canada is <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-trumps-trade-war-is-hammering-canada-much-harder-than-mexico\/\"><strong>down more than 10%<\/strong><\/a><strong> in each of the past two months<\/strong> compared to 2024. Meanwhile, trucks from Mexico to the U.S. were only down 2.8% in May (and 6.4% lower in April).<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p>The U.K.\u2019s Business Secretary said that efforts to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-06-18\/uk-s-reynolds-says-steel-to-be-wrapped-into-wider-us-trade-talks\">get relief for steel exports<\/a> to the U.S. will be wrapped into broader tariff negotiations, indicating that <strong>there is still a ways to go on the recently announced trade deal between the U.S. and U.K.<\/strong><\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p>The U.S. Fed <strong>held rates steady<\/strong> and said it will watch the <a href=\"https:\/\/www.wsj.com\/economy\/central-banking\/the-fed-waits-out-the-tariff-economy-fb1b794a?mod=hp_lead_pos1\">impact of tariffs<\/a> closely this summer.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p>Housing starts in the U.S. <strong>hit a <\/strong><a href=\"https:\/\/www.ft.com\/content\/3ffaf2cf-815c-4962-95a5-efda946c46c0\"><strong>five-year low<\/strong><\/a> in May as tariffs hit imported construction materials.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p>Despite tariffs effectively shutting the U.S. out as a destination for its goods, <strong>China <\/strong><a href=\"https:\/\/www.nytimes.com\/2025\/06\/17\/business\/tariffs-china-exports.html\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>increased its overall trade surplus<\/strong><\/a><strong>&nbsp;to US$500 billion so far <\/strong>this year\u2014that\u2019s up 40% YoY.<\/p>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-minerals-on-the-g7-s-mind\">Minerals on the G7\u2019s mind<\/h2>\n\n\n\n<p>G7 leaders unveiled a Critical Minerals Action Plan this week to counter non-market distortions, increase supply chain transparency, and reduce strategic dependency on Beijing. While light on specifics, some key items aligned with our report, <a href=\"https:\/\/www.rbc.com\/en\/thought-leadership\/the-trade-hub\/the-new-great-game-how-the-race-for-critical-minerals-is-shaping-tech-supremacy\/\">The New Great Game<\/a>:<\/p>\n\n\n\n<ul class=\"wp-block-rbc-list\">\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>Limit price distortions<\/strong>: G7 members committed to coordinated responses to supply disruptions and pledged improved market transparency and traceability. No explicit mention of a \u201cChina premium\u201d or minimum price floor, as we noted, but positive developments, nonetheless.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>Unlock financing:<\/strong> Encourage development banks, export credit agencies, and private capital to accelerate upstream investment in G7 countries and emerging market allies.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>Supply-chain traceability, standard-setting and sustainability<\/strong>: A G7 roadmap due by year-end to create benchmarks to ensure responsible mining, environmental safeguards and labour standards.<\/p>\n<\/li>\n<\/ul>\n\n\n\n<p>Canada remains positioned as a central actor in mineral resources, with the potential to serve the growing needs of European and U.S. defence and new energy mineral needs\u2014a natural advantage in trade talks with the U.S. and partners. Further efforts to strengthen the remainder of the value chain\u2014building out refining capacity, for example\u2014will complement Canada\u2019s resource advantage.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-why-trade-diversification-may-not-be-a-silver-bullet\">Why trade diversification may not be a silver bullet<\/h2>\n\n\n\n<p>Diversifying trade partners, in the wake of the current trade war with the U.S., has become a hot topic. But while lowering tariff barriers is sound economics, this alone <strong>may not lead to higher export volumes<\/strong>.<\/p>\n\n\n\n<p>The Harper conservatives pursued bilateral trade agreements with a range of countries and economic blocs, including Europe (CETA), Asia-Pacific (CPTPP), and a host of Latin American countries. And yet, <strong>just 4% of Canadian exports are EU-bound and 6% are shipped to CPTPP countries<\/strong>\u2014ratios that remain unmoved over two decades.<\/p>\n\n\n\n<p>Meanwhile, nearly <strong>80% of Canadian exports are sent to the U.S.<\/strong> Canada\u2019s reliance on a few key industries\u2014energy, automotive and metals\u2014further entrenches this dependence. Canada needs an integrated trade strategy that diversifies trading partners while boosting export competitiveness. And it makes the Carney-Trump 30-day deal deadline all the more important.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-a-trade-war-on-food-security\">A trade war on food security<\/h2>\n\n\n\n<p>One in four Canadians are experiencing food insecurity\u2014a level never seen before in this country.&nbsp;It\u2019s an issue of affordability, and one that tariffs and the ongoing trade uncertainty, threatens to make worse.<\/p>\n\n\n\n<ul class=\"wp-block-rbc-list\">\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>Job loss and insecurity is forcing many to make difficult choices<\/strong>: Between January and May, Canada\u2019s manufacturing sector lost 54,000 jobs and the country\u2019s unemployment rate rose to 7%, the highest it\u2019s been since 2016, excluding the pandemic.<\/p>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>Rising cost of living threatens to further deepen the food insecurity crisis. <\/strong>But it\u2019s more than about jobs\u2014over 60% of food-insecure households rely on wages or self-employment income to support themselves.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" height=\"539\" width=\"1024\" src=\"https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2025\/06\/Food-Insecurity-Graphs-02.jpg?quality=80&amp;w=1024\" alt=\"\" https:\/\/www.rbc.com\/en\/wp-content\/uploads\/sites\/4\/2025\/06\/Food-Insecurity-Graphs-02.jpg?resize=2048,1078 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/li>\n\n\n\n<li class=\"wp-block-rbc-list-item\">\n<p><strong>Supply chain disruptions impact food consistency and costs:<\/strong> In the U.S., tariffs are estimated to increase food prices by 2.6% in the short run, disproportionately impacting fruit and vegetables, that are expected to rise 5.4%.<\/p>\n<\/li>\n<\/ul>\n\n\n\n<p>In our latest report\u2013<a href=\"https:\/\/www.rbc.com\/en\/thought-leadership\/the-trade-hub\/feeding-the-crisis-the-tariff-toll-on-food-insecurity\/\">Feeding the Crisis: The Tariff Toll on Food Insecurity<\/a>\u2013we lay out <strong>three potential solutions, all linked to Canada\u2019s growth ambitions<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-final-word\">The Final Word<\/h2>\n\n\n\n<p>\u201cIf the current tariffs and counter-tariffs remain in place, past experience suggests pass through of about 75% of the costs of tariffs over roughly a year and a half.\u201d<br>\u2013<strong>Bank of Canada Governor Tiff Macklem <\/strong><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-06-18\/macklem-warns-of-firmer-inflation-tariff-pass-through?srnd=homepage-canada\">during a speech<\/a> this week in St. John\u2019s,
