Canada\u2019s total greenhouse gas emissions fell 8.5% in 2023 (from 2005 levels)\u2014its lowest level in 27 years. Electricity led the declines among sectors with a 58% drop compared to 2005, while oil and gas was the laggard with emissions up 7%. That was mostly due to the oilsands, which saw emissions jump 143%, even as the rest of the sector (including pipelines, refining and conventional oil) saw a 25% drop.<\/p>\n\n\n\n<p>\u2794&nbsp;<strong>Ontario could be home to North America\u2019s first cobalt sulphate refinery.&nbsp;<\/strong>Ottawa intends to provide $20 million in funding to Toronto-based&nbsp;<a href=\"https:\/\/www.electrabmc.com\/news-releases\/news\/electra-announces-federal-government-support-for-completion-of-north-americas-only-cobalt-sulfate-refinery\">Electra Battery Materials<\/a>&nbsp;to transform its Temiskaming Shores facility into a cobalt sulfate refinery\u2014the continent\u2019s first. The funding adds to the $20 million grant Electra secured from the&nbsp;<a href=\"https:\/\/www.electrabmc.com\/news-releases\/news\/electra-awarded-20-million-from-us-department-of-defense-under-the-defense-production-act\">U.S. Department of Defense<\/a>&nbsp;last September, as Washington looks to loosen China\u2019s grip on the global cobalt market. South Korea\u2019s LG Energy Solution will purchase 80% of the refinery\u2019s output, aimed at facilitating the production of around one million EVs. The refinery is part of Electra\u2019s wider ambition, which includes building a battery recycling refinery adjacent to its cobalt refinery. The eco-group, which traces its roots to Vancouver back in 1971, could face bankruptcy, ending more than 50 years of activism. The ruling has had a chilling impact on environmental scrutiny by non-governmental groups, but Greenpeace has vowed to fight on.<\/p>\n\n\n\n<p>\u2794&nbsp;<strong>The great American billionaire climate retreat is underway.<\/strong>&nbsp;The Bill Gates-backed &nbsp;<a href=\"https:\/\/www.nytimes.com\/2025\/03\/12\/climate\/bill-gates-breakthrough-energy-cuts.html#:~:text=Dozens%20of%20staff%20members%20were,not%20authorized%20to%20speak%20publicly\">Breakthrough Energy<\/a>\u2019s laid off dozens of staff involved in solving climate issues, highlighting the crumbling fight against climate change. It follows fellow billionaire Jeff Bezos\u2019s Earth Fund halting funds for climate projects. Presumably, both are reactions to the U.S. government dismantling several key climate policies. Deep-pocketed philanthropic support and funding for climate initiatives was supposed to ride out political ebbs and flow\u2014instead, it\u2019s been like a weather vane\u2014changing direction at the first sign of shifting winds.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-to-fast-track-350b-worth-of-energy-projects\">How to fast-track $350B worth of energy projects<\/h2>\n\n\n\n<p>Sensing an opportunity, 14 oil and gas executives&nbsp;<a href=\"https:\/\/www.tcenergy.com\/announcements\/2025\/2025-03-19-energy-ceos-to-canadian-leaders--an-urgent-plan-to-strengthen-economic-sovereignty\/\">wrote<\/a>&nbsp;to Canada\u2019s major political parties\u2014that are now in campaign mode\u2014to \u201cBuild Canada Now,\u201d notably oil and gas pipelines and liquefied natural gas export terminals. That playbook could well extend to all kinds of other infrastructure, including mining and clean energy projects.<\/p>\n\n\n\n<p>What stood out from the industry\u2019s five recommendations? A call to overhaul and simplify the&nbsp;<a href=\"https:\/\/www.canada.ca\/en\/impact-assessment-agency\/corporate\/our-impact\/iaac-third-quarter-at-a-glance-report.html\">Impact Assessment Act.<\/a>&nbsp;Industries and provinces have railed against the IAA over its short existence and even the&nbsp;<a href=\"https:\/\/www.osler.com\/en\/insights\/updates\/supreme-court-of-canada-finds-the-federal-impact-assessment-act-unconstitutional\/\">Supreme Court<\/a>&nbsp;has problems with parts of it.<\/p>\n\n\n\n<p>Critics say the IAA, in its current form, intrudes into areas of provincial jurisdiction and injects uncertainty as it covers many social factors beyond environmental effects, leading to project delays.<\/p>\n\n\n\n<p>With Canadians in the mood to build big projects again, billions in capital can be unlocked quickly if the IAA and myriad other provincial and federal permitting rules can be streamlined. The Major Projects Inventory counts 231 energy projects valued at $351 billion energy that are either in review, planning or proposal stage, according to&nbsp;<a href=\"https:\/\/natural-resources.canada.ca\/science-data\/data-analysis\/natural-resources-major-projects-planned-under-construction-2024-2034#a2a\">Natural Resources<\/a>. The U.S. has been scrambling to secure critical minerals, including&nbsp;<a href=\"https:\/\/www.cbc.ca\/news\/politics\/trudeau-trump-economy-summit-1.7452748\">reportedly<\/a>&nbsp;eyeing Canada\u2019s resources, Greenland\u2019s riches, and minerals deals with Ukraine.<\/p>\n\n\n\n<p><strong>Action # 2:<\/strong>&nbsp;The Environmental Protection Agency cancelled&nbsp;<a href=\"https:\/\/carboncredits.com\/trumps-epa-cancels-20-billion-in-climate-funding-greenhouse-gas-reduction-fund-what-it-means-for-clean-energy\/\">US$20 billion<\/a>&nbsp;for clean energy projects being developed by non-profits and community organizations.<\/p>\n\n\n\n<p><strong>Upshot:<\/strong>&nbsp;<em>Implemented<\/em>. The Greenhouse Gas Reduction Fund created under the Inflation Reduction Act, was aimed to leverage green banks and community lenders to propel private capital investment into clean energy projects. EPA cancelled the grants amid concerns over lack of oversight.<\/p>\n\n\n\n<p><strong>Action # 3:<\/strong>&nbsp;Marine archaeological resources rules eased.<\/p>\n\n\n\n<p><strong>Upshot:<\/strong>&nbsp;<em>Implemented<\/em>. The move aims to cut&nbsp;<a href=\"https:\/\/www.doi.gov\/pressreleases\/department-interior-secretary-applauds-congressional-action-enhance-offshore-energy\">red tape and accelerate<\/a>&nbsp;America\u2019s \u201cEnergy Dominance\u201d ambition. The original rules required offshore oil and gas developers to conduct archaeological survey and report any new oil and gas activities that could disrupt the seafloor.<\/p>\n\n\n\n<p><strong>Action # 4:<\/strong>&nbsp;Reciprocal tariffs set for April 2.<\/p>\n\n\n\n<p><strong>Upshot:<\/strong>&nbsp;<em>Announcement to come<\/em>. They will be part of a slew of trade orders and actions that would hit Canada and the rest of the world, apparently on a sliding scale.
