{"id":3268,"date":"2025-08-11T15:48:36","date_gmt":"2025-08-11T15:48:36","guid":{"rendered":"https:\/\/www.rbc.com\/en\/economics\/2025\/08\/11\/rent-retreat-canadian-tenants-catch-a-break\/"},"modified":"2026-03-31T19:14:24","modified_gmt":"2026-03-31T19:14:24","slug":"rent-retreat-canadian-tenants-catch-a-break","status":"publish","type":"post","link":"https:\/\/www.rbc.com\/en\/economics\/canadian-analysis\/featured-analysis\/insights\/rent-retreat-canadian-tenants-catch-a-break\/","title":{"rendered":"Rent retreat: Canadian tenants catch a break"},"content":{"rendered":"\n<section class=\"wp-block-rbc-section-block  pos-rel\" style=\"border-radius:0px\">\n<div class=\"wp-block-rbc-section-inner-block  section-inner\" style=\"border-radius:0x\">\n<p>Rents are now declining in more than half of Canada&#8217;s 40 Census Metropolitan Areas (CMAs) from a year ago. <br>Vancouver leads with the steepest year-over-year drop in Q1 for two-bedroom units (-$270), followed by Kelowna (-$230), Calgary (-$170), Toronto (-$160), and Halifax (-$150). &nbsp;<\/p>\n\n\n\n<div id=\"everviz-d2YGeACro\" class=\"everviz-d2YGeACro\" data-view=\"graph\"><\/div>\n\n\n\n<p>This marks a notable change from the recovery period after the pandemic when fast growing wages and large inflows of international arrivals supercharged <a href=\"https:\/\/www.rbc.com\/en\/thought-leadership\/economics\/canadianhousing\/special-housing-reports\/its-never-been-harder-to-rent-in-canada-vacancy-rates-fall-to-35-year-low\/\" target=\"_blank\" data-dig-id=\"LP-CanadianAnalysis-Insights-3268-4186b4b8\" data-dig-category=\"LP-CanadianAnalysis-Insights\" data-dig-action=\"link click\" data-dig-label=\"demand\" rel=\"noreferrer noopener\" class=\"rbc-link-format\">demand<\/a> for Canadian housing, including rental. In fact, more than a third of Canadian CMAs reported annual rent increases of at least 20% at some point over the last three years.<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-rbc-bright-blue-tint-1-color has-text-color has-link-color wp-elements-e28719babcc10890df016fd0f43df068\" id=\"h-market-cooling-predates-canada-u-s-trade-tensions\">Market cooling predates Canada-U.S. trade tensions<\/h4>\n\n\n\n<p>Softening rents, however, is not an emerging trend in Canada. Our <a href=\"https:\/\/www.rbc.com\/en\/thought-leadership\/proof-point-are-falling-rents-in-canada-a-temporary-relief-or-a-new-trend\/\" target=\"_blank\" data-dig-id=\"LP-CanadianAnalysis-Insights-3268-4186b4b8\" data-dig-category=\"LP-CanadianAnalysis-Insights\" data-dig-action=\"link click\" data-dig-label=\"previous analysis \" rel=\"noreferrer noopener\" class=\"rbc-link-format\">previous analysis <\/a>highlighted how affordability constraints, decelerating population growth, and increased rental supply have collectively helped rebalance rental market dynamics in recent quarters.<\/p>\n\n\n\n<p>Though we anticipated continued moderation in rents, <a href=\"https:\/\/www.rbc.com\/en\/thought-leadership\/economics\/forward-guidance-our-weekly-preview\/\" target=\"_blank\" data-dig-id=\"LP-CanadianAnalysis-Insights-3268-4186b4b8\" data-dig-category=\"LP-CanadianAnalysis-Insights\" data-dig-action=\"link click\" data-dig-label=\"escalating trade tensions\" rel=\"noreferrer noopener\" class=\"rbc-link-format\">escalating trade tensions<\/a> with the United States may be intensifying the trend. We\u2019re now seeing clearer signs of labour market weakness in trade-exposed industries, which may be contributing to the sustained downward pressure on rents. &nbsp;&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/www.rbc.com\/en\/economics\/wp-content\/uploads\/sites\/23\/2025\/08\/Map-Rent-fall-across.png?quality=80&amp;w=1024\" alt=\"\" class=\"wp-image-18278\" \/><\/figure>\n\n\n\n<h4 class=\"wp-block-heading has-rbc-bright-blue-tint-1-color has-text-color has-link-color wp-elements-92f5ea31c2fe60f4c50768875c384806\" id=\"h-weak-labour-markets-and-demographic-shifts-drive-rent-declines\">Weak labour markets and demographic shifts drive rent declines<\/h4>\n\n\n\n<p>Rental market softness is especially pronounced in areas where population growth has slowed sharply. Cities in British Columbia and Ontario\u2014historically major destinations for non-permanent residents\u2014have been disproportionately affected by <a href=\"https:\/\/www.rbc.com\/en\/thought-leadership\/economics\/featured-insights\/canadas-on-track-to-meet-lower-immigration-targets\/\" target=\"_blank\" data-dig-id=\"LP-CanadianAnalysis-Insights-3268-4186b4b8\" data-dig-category=\"LP-CanadianAnalysis-Insights\" data-dig-action=\"link click\" data-dig-label=\"immigration cuts\" rel=\"noreferrer noopener\" class=\"rbc-link-format\">immigration cuts<\/a>, which has contributed to a sharp slowdown in population growth in these provinces. That\u2019s helped ease housing demand while rental supply continues to build, fostering softer rental market conditions compared to other regions.<\/p>\n\n\n\n<div id=\"everviz-bCXdgu2Ml\" class=\"everviz-bCXdgu2Ml\" data-view=\"graph\"><\/div>\n\n\n\n<p>Smaller areas are seeing rents slide too\u2014especially those with a high concentration of students. Kitchener-Cambridge-Waterloo and Guelph, for example, have seen rents fall $130 and $50, respectively, over the last year while London rents have plateaued.<\/p>\n\n\n\n<p>The state of the local job market remains an important factor as well. Most of Canada&#8217;s manufacturing and trade hubs (where recent labour market weakness is <a href=\"https:\/\/www.rbc.com\/en\/thought-leadership\/economics\/featured-insights\/soft-spots-and-strongholds-how-canadas-jobs-market-is-handling-trade-volatility\/\" target=\"_blank\" data-dig-id=\"LP-CanadianAnalysis-Insights-3268-4186b4b8\" data-dig-category=\"LP-CanadianAnalysis-Insights\" data-dig-action=\"link click\" data-dig-label=\"concentrated\" rel=\"noreferrer noopener\" class=\"rbc-link-format\">concentrated<\/a>) have seen rents decline or flatten from a year ago, including Hamilton (-$40), Peterborough (-$30), Oshawa (-$20), and Windsor ($0).<\/p>\n\n\n\n<p>Ottawa, on the other hand, is a clear outlier with average asking rent up $200 from last year. The city&#8217;s large public service workforce\u2014which is relatively insulated from ongoing U.S. trade disruptions\u2014has likely played a role in maintaining rental demand, despite improving ownership affordability and a slowdown in population growth.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-rbc-bright-blue-tint-1-color has-text-color has-link-color wp-elements-a4c46ad49319817598a716d73c9ed08c\" id=\"h-further-rent-drops-ahead\">Further rent drops ahead<\/h4>\n\n\n\n<p>Several factors point to lower rents going forward. Persistent labour market weakness will likely supress wage gains, while stricter immigration targets continue to slow population growth and limit new household formations.<\/p>\n\n\n\n<p>The rental landscape is also being shaped by <a href=\"https:\/\/www.rbc.com\/en\/thought-leadership\/economics\/canadianhousing\/housing-affordability\/owning-a-home-in-canada-is-the-most-affordable-its-been-in-three-years\/\" target=\"_blank\" data-dig-id=\"LP-CanadianAnalysis-Insights-3268-4186b4b8\" data-dig-category=\"LP-CanadianAnalysis-Insights\" data-dig-action=\"link click\" data-dig-label=\"improving\" rel=\"noreferrer noopener\" class=\"rbc-link-format\">improving<\/a> (though still strained) ownership affordability, and lower interest rates\u2014which are easing financing costs for landlords The government\u2019s policy emphasis on expanding rental housing supply should provide additional market stabilization over time, preventing a return to the <a href=\"https:\/\/www.rbc.com\/en\/thought-leadership\/economics\/canadianhousing\/special-housing-reports\/its-never-been-harder-to-rent-in-canada-vacancy-rates-fall-to-35-year-low\/\">extreme market conditions<\/a> seen during the recovery from the pandemic.<\/p>\n\n\n\n<p>But despite these moderating trends, the rental burden remains elevated compared to pre-pandemic levels in all major cities except Toronto.
